On September 11, 2026, Florida's Office of Medical Marijuana Use (OMMU) granted 22 new medical marijuana treatment center (MMTC) licenses. Regulators awarded the licenses to the applicants they originally selected in 2024 and declined a judge's recommendation to rescore the applications.
Winning the license was the first step. None of the 22 new licensees can grow, process, or dispense yet, and each is now on a fixed state clock.
The first gate on that clock is software. Florida won't approve a new MMTC to start growing until its seed-to-sale system is connected to the state's system. Flourish has already built that connection. Here's what Florida requires and how Flourish covers each piece.
Florida's authorization rules give each new licensee a set window to request approval for each stage of the business, counted from the date of licensure:
The stages happen in order. You need cultivation approval before processing approval, and processing approval before dispensing approval. You also have to be ready to start growing as soon as you request cultivation approval, because the state inspects your facility within 14 business days of that request.
Under Florida's seed-to-sale rules, which took effect on August 24, 2026, every MMTC needs its own seed-to-sale system that connects to the state's tracking system in real time through an API. That connection has to be working before the state grants cultivation approval.

The integration plan must specify your seed-to-sale system, list a contact person, and set dates for testing and completion of the integration. It also needs a backup plan for tracking inventory if the two systems lose their connection.
Switching systems later isn't simple. If you change vendors after you're connected, you have to file a new plan and repeat the state's validation test before making the change. It pays to choose the right system the first time.

Your integration plan must specify your seed-to-sale system and set dates for testing and completing the integration, so you can't write it until you've chosen a system. The plan also requires state approval, and you still need to complete the three training sessions and the validation test. All of it has to be done before you can get cultivation approval, and you have to request cultivation approval by March 2027.
