Arizona Track-and-Trace Guide

Covering medicinal and adult-use cannabis and the industrial hemp markets

Track-and-trace requirements in Arizona 101

Arizona currently does not have a government-mandated track-and-trace contract with a licensed third party, yet still requires self-reporting of seed-to-sale activities for all licensed cannabis products.

In November 2010, the path to cannabis legalization began with the approval of the Arizona Medical Marijuana Act (AMMA) via Proposition 203 in November 2010, making it the 14th state in the U.S. to allow medical cannabis for patients with specific conditions.

A decade later in 2020, Arizona legalized adult-use cannabis through Proposition 207, also known as the Smart and Safe Arizona Act, becoming the 13th state to fully legalize cannabis.

The Bureau of Marijuana Licensing, part of the Arizona Department of Health Services (ADHS), is responsible for licensing and regulating its medicinal and adult-use cannabis programs. Marijuana Testing Laboratories, both medical and adult-use, are licensed and regulated by the ADHS State Lab.

FAQs

What is the Arizona track-and-trace system?

Arizona's state-mandated system is designed to monitor the seed-to-sale movement of cannabis products throughout the supply chain, ensuring that all products are legally produced, transported, and sold within the state. However, Arizona currently does not contract with a third-party track-and-trace system.

Who needs to use a track-and-trace system?

All licensed cannabis cultivators, manufacturers, distributors, and retail dispensaries in Arizona are required to use the track and trace system to report their cannabis-related activities.

How does the track-and-trace system work?

The system uses unique identifiers (UIDs) for plants and packages to track cannabis products from cultivation through to the point of sale. Each entity in the supply chain must report various activities, including planting, harvesting, processing, transferring, and selling cannabis products.

What are the benefits of a track-and-trace system?

The system aims to prevent the diversion of cannabis into the illegal market, ensure product safety and quality, facilitate recall efforts if necessary, and assist in enforcing regulations regarding the legal cannabis market.

What happens if a business fails to comply with Arizona's track-and-trace requirements?

Non-compliance can result in penalties, including fines, suspension, or revocation of the business's license to operate in the cannabis industry in Arizona.
