In 2018, Virginia's cannabis legalization progressed with the passing of House Bill 1251, which enabled medical patients to access cannabis with recommendations from registered medical practitioners. Medical marijuana cardholders to purchase licensed cannabis legally in the state.
In 2021, cannabis legalization took a major leap forward, reflecting the will of about 68% of Virginia voters who supported adult-use legalization. The original plan to legalize cannabis by 2024 was expedited through amendments to Senate Bill 1406 and House Bill 2312, advancing the legalization of home cultivation and personal use to July 1, 2021. This legislation authorized the taxation and regulation of marijuana for adults over 21, although retail sales were scheduled to begin in mid-2024, though they have not yet begun.
To oversee the cultivation, production, and sale of cannabis, the Virginia Cannabis Control Authority (VCCA) was established.
Per Virginia Law § 4.1-611. Seed-to-sale tracking system:
"To ensure that no retail marijuana or retail marijuana products grown or processed by a marijuana establishment are sold or otherwise transferred except as authorized by law, the Board shall develop and maintain a seed-to-sale tracking system that tracks retail marijuana from either the seed or immature plant stage until the retail marijuana or retail marijuana product is sold to a customer at a retail marijuana store."
The new Virginia law mandates tracking and tracing the entire seed-to-sale chain. Cannabis businesses must accurately report to the CCA to avoid sanctions, fines, or license revocation. Before final regulations are set, there are options for a fair and transparent track-and-trace system in Virginia.

What is Virginia track-and-trace system?

How does the track-and-trace system work?
The system uses unique identifiers (UIDs) for plants and packages to track cannabis products from cultivation through to the point of sale. Each entity in the supply chain must report various activities, including planting, harvesting, processing, transferring, and selling cannabis products.
