Track-and-trace requirements in Iowa 101

Iowa currently employs a mandated track-and-trace unique to the state and requires reporting of seed-to-sale activities for all licensed cannabis products.

In 2014, the legalization of CBD oil in Iowa began with Senate Bill 2360, which passed in the Senate and allowed for the possession and use of cannabidiol (CBD) with less than 3% THC for treating intractable epilepsy, under a neurologist's recommendation.

The Medical Cannabidiol Act was signed law in May 2014, effective January 2015, to allow children with intractable epilepsy to use CBD oil with a neurologist's recommendation. However, it did not provide a legal way to obtain the oil in Iowa.

In May 2017, the Medical Cannabidiol Act was signed into law. Iowa’s licensed dispensaries began providing medical cannabidiol products to patients on December 1, 2018. Iowa’s medical cannabidiol program authorizes the manufacture and sale of products that contain both CBD and THC. In other words, it is a program that allows for the legal manufacture and sale of medical cannabis products.

 

The Bureau of Cannabis Regulation at the Iowa Department of Health and Human Services is to have a high-quality, effective, and compliant medical cannabis program for Iowa residents with serious medical conditions.

What is the Iowa's track-and-trace system?

Who needs to use a track-and-trace system?

All licensed medical cannabidiol cultivators, manufacturers, distributors, and retail dispensaries in Iowa are required to use the track and trace system to report their cannabis-related activities.

How does the track-and-trace system work?

The system uses unique identifiers (UIDs) for plants and packages to track cannabis products from cultivation through to the point of sale. Each entity in the supply chain must report various activities, including planting, harvesting, processing, transferring, and selling cannabis products.

The system aims to prevent the diversion of cannabis into the illegal market, ensure product safety and quality, facilitate recall efforts if necessary, and assist in enforcing regulations regarding the legal cannabis market.
